Remediation:

Badnell’s Pit and Jenkinson’s Yard form part of a former gravel pit, which was worked up until the late 1940’s.

The site was used as a unlicensed tip for industrial waste between the 1950’s and late 1970’s. Tipping was uncontrolled and today the site is heavily contaminated with oils and solvents, whilst asbestos and other potentially harmful substances are present in localised areas.

On one estimate there are about 10,000 tonnes of free phase hydracarbons and solvents contained within the site and approximately 285,000 tonnes of contaminated made ground in total extending to a depth of on average 5.00m below ground level.

Soil analysis suggests that approximately 40% of the made ground is hazardous, primarily because of its carcinogenic properties. Most of the hazardous soil is submerged in ground water, which occurs at depth of about 1.5 - 2.00m below the surface.

In March 2006, a Public Inquiry was held to establish whether the contaminated material could be safely cleared up.
The Inspector presiding over the Inquiry found that the site could be cleaned up safely and that the proposed remediation “would not result in an unacceptable risk of significant harm to human health and, in particular, to the health of local residents, given the significant mitigation measures that would be put in place”.
These works, whilst approved have not commenced.

Housing: 

Following the submission of a full planning application to the Royal Borough of Windsor and Maidenhead in May 2007, for the comprehensive re-development of the former Badnell's Pit site in Blackamoor Lane for 402 dwellings together with a 46 bed sheltered 'extra care' housing scheme, the Local Authority have refused the planning application.

 Michael Shanly Group have subsequently appealed the decision and the appeal has been recovered by the Secretary of State for determination.

A Inquiry is scheduled to be heard in September / October 2008.

This website has been set up in response to resident’s requests for further information about proposals for the remediation project and the residential scheme.
Detailed information has been posted on this website regarding both the remediation and residential projects and we hope that the information posted is of interest to local residents and will keep them informed of progress on both projects.
The information includes the Inspector’s Appeal decision following the remediation Inquiry in March 2006, the detailed method statement for the remediation works and numerous other documents that were presented at the Inquiry. New documents in the form of monitoring protocols have also been recently posted.
